A Novel Early Warning Method for Handling Non-Homogeneous Information

Early warnings are an indispensable part of emergency management, which is a powerful way to eliminate or reduce the negative impacts caused by emergencies in advance. warning problems have been discussed from different perspectives and obtained fruitful results. Information plays critical role all kinds decision problems, with no exception for early problem. There various information types related real-world situations; however, existing studies only considered single type, might not describe problem properly comprehensively. To enrich studies, novel method considering non-homogeneous together experts’ hesitation proposed, numerical values, interval linguistic terms, hesitant fuzzy terms considered. facilitate computations information, transformation process needs be conducted. On such basis, TOPSIS based on alpha-level sets employed handle transformed due its superiority obtaining capacity contain as much possible during process. Additionally, two options provided analyze status tendency objects. Finally, illustrative example about landslides comparison conducted demonstrate novelty, superiority, feasibility validity proposed method.
